19 of the Russian's twenty-one victories have been won on hard surfaces
A resurgent Medvedev secured his maiden trophy for nearly 30 months with victory over opponent Moutet in the competition title decider.
Medvedev, a former top-ranked player, has endured a challenging year, achieving just a single victory at the Grand Slams and suffering a difficult moment at the New York tournament.
Medvedev's unpredictability on the ATP Tour - and difficulties with his service game in particular - resulted in him falling of the world's top 10 and eventually splitting with long-time mentor Gilles Cervara.
Presently collaborating with Thomas Johansson and his other coach, he has steadily improved in the last few weeks - culminating in a hard-fought competitive win over opponent Moutet.
This represents Medvedev's initial championship following the Rome competition and maiden on a hard surface since March of that year.
Victory also means the Russian has achieved twenty-one championships at 21 different competitions.
"It's the first time I'm at a tournament with my both daughters at once, so to get a title is really nice," said tennis professional the champion.
"This victory is in honour of my child her name, because the maiden victory I got when my first daughter her name was delivered was for her."
The athlete, the 2021 US Open champion, had been defeated in his previous six title deciders, including in Halle earlier this year.
The player's defensive play style and regular reactions on the playing surface had caused some to question if his ability to play at the top level was concluded.
Yet the player has altered his approach in the past month, striving to come to the net and perform aggressively, supported by an improved service.
Medvedev recovered from a deficit in the first set against the challenging Moutet, winning 4 of the concluding five exchanges to go ahead.
The competitors swapped breaks in the second set before Moutet, striving for his first professional title, took control to force a decider.
Moutet rescued 4 early-game break points in a tight deciding set before the champion won the break to that score to serve for the match.
Suitably, Medvedev clinched victory with a rally at the front of the court, with the Frenchman failing to handle a shot after over two and a half hours.
